Nauru Citizenship by Investment: What Changed in 2026

Nauru has updated its citizenship-by-investment rules. The changes simplify document requirements, clarify the rules for unmarried partners, and add a new bank for fee payments.

The Iruwa Initiative special offer will remain available until December 31, 2026. The minimum contribution stays at $90,000.

What changed in the Nauru citizenship-by-investment process

The Nauru Citizenship by Investment Office issued a circular on July 2, 2026, with updates to the Licensed Agent Manual [1] Source: The Nauru Program Office reported the extension of The Iruwa Initiative .

The document explains how agents should prepare applications, which documents are no longer required, and how investors should confirm the source of funds. The changes are designed to make the requirements clearer, reduce follow-up requests, and help agents prepare cases faster without weakening Due Diligence.

The special offer has been extended until the end of 2026

Nauru has extended the Iruwa Initiative until December 31, 2026. The minimum contribution to the government fund remains $90,000 instead of the planned $115,000. Economic ties with Russia and Belarus no longer block applications

Investors may keep bank accounts, real estate, business interests, investments, salary, pension, or rental income in Russia or Belarus.

If the ties are substantial, the licensed agent can consult the Nauru Programme Office before submission. This may apply, for example, when the applicant has an active business or major assets in Russia or Belarus. The Nauru Programme Office will advise whether the application can proceed or whether additional documents are needed for review.

The list of mandatory documents has been reduced

Nauru has removed 2 documents from the mandatory application package: the Key Data Form and the Agent Due Diligence Report on Applicants.

Licensed agents still screen investors before taking on a case. They review the applicant’s documents, source of funds, and compliance with the citizenship-by-investment programme requirements.

Source-of-funds and wealth documents have been simplified

Applicants no longer need to submit bank statements for the previous 3 months. One recent bank statement is now enough. It must be issued within 3 months before submission.

Employment income can be confirmed with an employment contract, tax return, or personal income tax certificate.

Nauru has also updated the rules for self-employed applicants and applicants with business ownership interests. The exact set of supporting documents depends on the case. 

Applicants who own several companies may not need to submit a full corporate document package for each business. In most circumstances, an affidavit can be provided instead of company documents if the shareholding or ownership interest does not contribute materially to the applicant’s wealth or annual income.

The relationship period for de-facto partners has been defined

A de facto partner can be included in a citizenship application if the relationship existed for more than two years before submission.

The programme office has also clarified how to prove the relationship. Applicants can provide joint bank account statements, joint lease or property ownership documents, official correspondence addressed to both partners at the same address, or children’s birth certificates listing both partners as parents.

A new bank has been added for fee payments

Nauru has added the National Bank of Bahrain BSC as another banking option for programme payments. Investors must transfer fees to the bank account stated in the relevant invoice. If the payment instructions are not followed, the transfer may be delayed or rejected.

How to obtain Nauru citizenship by investment

The government of Nauru has granted citizenship by investment since November 2024. The funds are directed towards the country’s economic development and environmental initiatives. 

Applicant requirements

Foreigners over 18 can apply for Nauru citizenship by investment if they have no criminal record and are in good health. Applicants also need to confirm the source of their income.

Nauru does not accept applications from investors from Afghanistan, North Korea, Iran, Sudan, and Yemen. Russian and Belarusian nationals can apply for Nauru citizenship if they meet 2 conditions:

  • they have not lived in Russia or Belarus for the last 5 years;
  • they hold a residence permit in the EU, the UK, Canada, Australia, New Zealand, Switzerland, or the USA.

Investment terms

Applicants for Nauru citizenship by investment make a contribution to the country’s Treasury Fund. The minimum contribution is $90,000.

The investment amount increases if family members are included in the application. The investor pays an additional $2,000 for a spouse and for each family member over 16.

A separate contribution applies to siblings: $15,000 for each brother or sister. If the sibling is over 16, the total additional contribution is $17,000. For a sibling under 16, it is $15,000.

Additional costs include:

  • application fee — $5,000 for the main applicant and $2,000 for each family member;
  • Due Diligence fee — $6,000 for the main applicant and $3,000 for each family member over 16.

The process of obtaining a Nauru passport takes at least 3 months. The passport is valid for 10 years for adults and 5 years for minor children.
