In Paraguay, there are 2 paths to permanent residence by investment — under the SUACE System and Investor Pass programmes. The first has been operating since 2013, and the second since 2026.

The minimum investment is $70,000 in business. Applicants can invest money in real estate, securities, company creation, or a tourism project.

There are no requirements for mandatory residence in Paraguay. But the investor needs to come to the country to submit the application and obtain the issued documents.

Resident status is valid indefinitely, but the card itself is renewed every 10 years.

The investor immediately becomes a permanent resident of Paraguay, while other foreigners do so only after 2 years of holding a temporary residence permit. It is not mandatory to live in Paraguay.

Citizenship after 3 years

If the investor plans to obtain a Paraguay passport, they will need to live in the country for at least 3 years. During this period, they cannot leave Paraguay for more than 3 months a year. They will also need to confirm their connection with the country and pass an exam on the basics of its history and culture.

If the investor becomes a tax resident of Paraguay, they have the right to pay tax on dividends at a reduced rate: 8% instead of 15%. Taxes on personal income, company profits, and VAT are charged at 10% — this is one of the lowest rates in South America.

How to obtain Paraguay permanent residency: step‑by‑step process
